Abitrary Endangered Species Boundaries?

Activists and developers accuse the use US Fish and Wildlife Service of simply drawing huge circles on the map to protect endangered species.

Complaints stem from a "recent change in how the U.S. Fish and Wildlife Service maps out 'critical habitat'--land considered crucial for hundreds of endangered creatures and plants. The change came after a slew of legal losses to environmental groups complaining that the agency was not designating crucial habitat where required by law." Many developments and properties in California may be affected.
