Residents on a quiet San Fernando Valley cul-de-sac get some unexpected visitors on Easter Sunday, raising questions about permitting, production, and power under the law.
"In any given year, about 3,900 adult films are shot in Los Angeles, according to industry estimates. As with any other shoot, those films are supposed to obtain permits from the city. But the city doesn't restrict the content of the projects it approves."
"As far as content, we don't have any authority to go in and do anything unless there's an impact on the neighborhood," said Steve MacDonald, president of Film L.A., the city agency that authorized almost 55,000 individual days of shooting in 2005 -- with fewer than 3,000 of those, he said, devoted to [adult films]. (City officials believe many adult films don't obtain the required permits.)"
"MacDonald and his staff said that because of the free-speech provision of the 1st Amendment, they do not discriminate against adult film producers as long as they abide by the conditions of their permit."
