San Marcos measure would require voter approval of density increases.

San Marcos activists are offering an initiative modeled on a controversial 1998law in nearby Escondido that would allow voters to approve any increase inhousing density. The initiative, which states that the city council is "undulyinfluenced by special development interests", would also require voter approvalof major zoning changes. The city council is unanimously opposed.
