"The Legislature took the first step Monday toward establishing statewide construction standards aimed at strengthening homes to withstand hurricane-force winds. [The Louisiana Homebuilders Association] says the Legislature is moving too fast because imposing a new code in two weeks would effectively halt construction just when some 200,000 storm-struck homes need rebuilding."
