The Port Authorities of New York and New Jersey $100 million to build a new tunnel under New York Harbor. Only problem -- they've never heard of the project.

The transportation bill approved by Congress last week contains a $100 million federal grant to design and engineer a freight tunnel under New York Harbor. But the Port Authority of New York and New Jersey did not ask for the $100 million, says it did not know about the grant, and is not very interested in the project.
