New Times LA columnist Jill Stewart charges that "in a desperate bid for yet another financial bailout for Playa Capital, Galanter and her staff during the past few weeks managed to persuade state Senator Deborah Bowen, a Westside Democrat, to push through a special law that would mean a huge new financial break for Winnick and Morgan Stanley Dean Witter. Galanter's financial break involved a massive land swap in the Ballona Valley that would have rid the developers of most of the "worthless" and unbuildable wetland acreage worth $5 million."
