New state legislation would redefine the definition of blight to potentially include L.A.'s port.

"Supporters say proposed state legislation that would allow the port to declare itself a redevelopment area will help pay for the port's multimillion-dollar waterfront redevelopment, port security and affordable housing throughout the city of Los Angeles.

Critics are skeptical, saying the proposal, which would allow collection of nearly $270 million in property tax revenue over 30 years, is an invitation to misspending."
