A "Fit-it-First" approach provides a novel way to conceptualize planning issues at a time when state governments, in particular, are fiscally strained. By focusing development dollars into areas already served by infrastructure and public services, states can make efficient use of limited resources while addressing a wide-array of integral planning and quality of life concerns. An increasing number of states seem to be adopting this approach to meet their own immediate and varied objectives.
