End of the Line for Chain Stores?

An ordinance is under consideration in San Francisco that would ban "formula retail" from certain areas.

In the interest of preserving community character, a potential amendment to San Francisco's city planning code would ban chain retail from a number of neighborhoods. "Chains" would be defined as companies operating 12 stores or more that retain certain standardized characteristics such as merchandise and building facade. But should franchises be penalized for popularity and economic success?
