"The huge success of the Madrid--Seville high-speed line has won many people over to rail with the result that Spain now has Europes most ambitious high-speed construction programme. In addition, considerable investment is being pumped into developing commuter rail networks in the major cities. These, coupled with light rail or metro projects where appropriate, are transforming public transport in Spanish cities... France, which already has Europes largest and busiest high-speed rail network, has just announced a major change in policy... the government has decided to accelerate the programme by building several lines simultaneously."
