A new report from the Regional Plan Association, expected for release early next week, will provide suggestions for how the city of New York can empower community boards.

Anne Ehart from New York City: "A new report suggests the city improve how it plans and evaluates real estate development — including a revamp of the very manual that guides land use decisions."
The Regional Plan Association is expected to release the report critiquing the City Environmental Quality Review technical manual. A primary critique of the report: that the manual "[does] not always produce the sort of information sought by the general public," according to Ehart.
Among the report's recommendations: that the city should create an office of community-based planning. The office would primarily provide technical assistance to community groups.
