1. Overview of Shenshan Special Cooperation Zone of Shenzhen Municipality

On September 21, 2017, Guangdong Provincial Committee of the CPC and the People's Government of Guangdong Province issued ‘Reply to the Adjustment Plan on System of Organization of Shenshan Special Cooperation Zone’ (GPC [2017], No.123) which decided that Shenshan Special Cooperation Zone Party Work Committee and Management Committee were changed to representative offices of Shenzhen Municipal People's Government, and to build Shenshan Special Cooperation Zone (hereinafter referred to as ‘Shenshan Cooperation Zone’) into an economical function district led by Shenzhen according to the '10+1' model (10 districts of Shenzhen and Shenshan Cooperation Zone). And on December 16, 2018, the CPC Work Committee and Management Committee of Shenshan Special Cooperation Zone of Shenzhen Municipality were officially established. Since then, Shenshan Cooperation Zone has embarked on a new construction and development era dominated by Shenzhen.

Located on the eastern coast of city cluster in Guangdong-Hong Kong-Macao Greater Bay Area, Shenshan Cooperation Zone is 60 kilometers away from Shenzhen and covers an area of 468.3 square kilometers with a registered population of 76,500, of which built-area is 26 square kilometers. By 2035, 135 square kilometers of Shenshan Cooperation Zone will be devoted to construction area, the population size will reach 1.5 million, and public auxiliary facilities will be equipped to meet needs of3 million people. As an important strategic node, through which Guangdong-Hong Kong-Macau Greater Bay Area radiates to town clusters of east Guangdong Province, Shenshan Cooperation Zone has undertaken the significant mission of 'promoting regional coordination, becoming a cooperation demonstration zone, and insisting on innovation', and is striving to build itself into the eastern gateway of Guangdong-Hong Kong-Macau Greater Bay Area, a new center of the eastern Guangdong coastal economic belt, an innovation and development zone of Shenzhen, and a new modern, international coastal smart city by adhering to be people-oriented, insisting on ecological priority and green development, and seeking a new and high-level development with international perspectives.

2. Project Location

The Coastal Area, located in the south of Shenshan Cooperation Zone, connecting the southern, central and eastern clusters of Shenshan Cooperation Zone and next to the coastal areas of Huizhou and Shanwei, is an important part of the 4113-kilometer mainland coastline. It boasts obvious advantages of having compound resources such as beaches, islands, bay, mountains, rivers, vegetation and urban areas, and has a 50.9-kilometer long coastline, as well as a 10-kilometer long quality beach shoreline. It also crosses Xiaomo Town, Chishi Town and Houmen Town from west to east, and is a major coastal interface and city window to promote high-quality construction and sustainable development of Shenshan Cooperation Zone.

3. Consultation Background

On the background of the national strategy, 'Building of Ecological Civilization and Maritime Power', construction of Guangdong-Hong Kong-Macau Greater Bay Area, and high quality urban development, higher mission and demand have been placed on development of the Coastal Area in Shenshan Cooperation Zone, and the Coastal Area will be a major platform for coordinated development of the land and ocean, core space for developing featured industries, and an area intensively reflecting high quality living.

In 2019, Shenshan Cooperation Zone has launched 'the Full Performance Construction Year' and 'the Urban Quality Improvement Year', and high-starting-point planning and high-standard construction shall be applied for the Coastal Area, and with global vision and international perspectives, make the area become an international dynamic urban area, a demonstration area of new coastal cities and a coastal ecotourism name card for Guangdong Province, so to achieve a co-existing and win-win result between ecology and humanity.

In this context, the Planning and Natural Resources Bureau of Shenzhen Municipality and Shenshan Special Cooperation Zone Management Commission of Shenzhen Municipality jointly organize this International Consultation on Urban Design for the Coastal Area of Shenshan Special Cooperation Zone of Shenzhen Municipality. It aims to provide urban design schemes and guidelines that combine creative thinking with practical operations, and plan the development path and spatial blueprint for the Coastal Area in Shenshan Cooperation Zone, through summarizing the development experience of world coastal areas, studying the value of the Coastal Area in Shenshan Cooperation Zone and evaluating its conditions, as well as based on the local features and potential.

4. Work Contents

There are mainly three levels included in this consultation:

Research scope: including all the coastal area in Shenshan Cooperation Zone, which extends to the planned Shenzhen-Shantou Expressway in the north, the offshore of Wu Mountain of Xiaomo in the South, Dalingding of Xiaomo in the west and Baian Peninsula in the east, covering a total area of 103.2 square kilometers. Conduct research on development strategy and prophase analysis on overall urban design for the Coastal Area in Shenshan Cooperation Zone.

Overall urban design scope: mainly including the land area along the sea from Xiaomo Port to Baian Peninsula and Mangyu Island, in which the land area extends to the area along the planned Honghai Boulevard in the north, the coastline in the south, Xiaomo Reservoir in the west and Baian Peninsula in the east, covering a total area of 19.27 square kilometers. Conduct overall conceptual urban design.

Key node detailed urban design scope: selecting 2-3 key sections within the overall urban design scope, whose total area shall not be less than 3 square kilometers, to draft detailed urban design and guidelines.

Note: All the time and date above are applied in Beijing Time. The Organizer reserves the right to amend the schedule.

6. Eligibility

The International Consultation will be open for registration by design firms or consortiums at home or abroad. Priority will be given to design firms with following similar project experience in last 5 years:

(1)International planning and design experience on waterfront or coastal cities;

(2)Comprehensive research capability and practical design experience of prominent urban areas;

(3)Profound experiences in creating public landscape and environment;

(4)Design and control capability on the overall urban space.

Designers involved in the International Consultation should be the current staff of the registered design firm. The chief designer must have experience of directing a number of similar planning and design projects, and must directly participate in the whole process of the International Consultation. The project team should include at least one member who is proficient in the Chinese language to ensure the accurate understanding of the project background and relevant requirements of the International Consultation.

The International Consultation will accept the registration of design firms or consortiums that meet above requirements. Registration by individuals will not be accepted.

7. Awards and Design Compensation

After the evaluation result of this International Consultation announced, the 6 shortlisted design firms, who have passed prequalification and whose submittals have been evaluated as qualified, can win corresponding fees according to their ranking as follows:

First prize: RMB Five Million Yuan (¥5,000,000) with bonus and design compensation in total;

Second prize: RMB Two Million Yuan (¥2,000,000) with bonus and design compensation in total;

Third prize: RMB One Million Five Hundred Thousand Yuan (¥1,500,000) with bonus and design compensation in total.

For the other three design firms that are not ranked top three, each can receive RMB One Million Yuan (¥1,000,000) as design compensation.
