The American Foundation for the Blind presents its first annual "Livable Community" award.

In first place was Charlotte, N.C., second was Berkeley, C.A., third was Kalamazoo, Mich., and fourth was New York City. La Crosse, Wis., and Louisville, Ky., tied for fifth... "Spring, who uses a wheelchair, pointed to several city programs that help the visually impaired and others with disabilities: the "Berkeley TRiP" transportation service center, subsidized taxi and van travel, subsidized housing and audible signals at stoplights on major streets."
