Indian gaming is quietly transforming California into the world's gambling mecca -- and no one seems to mind.
"As the only tool at Davis' disposal for dealing with gaming on Indian lands--which have the status of sovereign nations--the compact could have required the tribes to send a share of the gaming revenues to the state treasury, as is the case in many states. It could have given the state stronger oversight of the casinos, to ensure the gambling was fair. It could have banned casinos in urban areas and forced tribes to abide by local zoning, environmental and water and sewer ordinances.But it does none of those things... Elsewhere, conflicts are raging between local communities and nearby casinos, who enjoy the Congress-created sovereignty unique to them."
