Experts say California's landmark 1990 order calling for automakers to produce "zero emission vehicles" by 2003 wasn't a complete disaster. Many believe the effort helped spur a quest for vehicletechnology that has the potential to eventually produce a variety ofclean-air cars that need little or no gas.
