"...[F]ederal studies estimate $92 billion is lost in productivity every year because of congestion. About half of this is incident-related, so if agencies follow his advice and reduce the impact by 40 percent they could be saving billions of dollars a year... Emergency crews should do a better job of stopping traffic behind the wreck, keeping the emergency vehicles out of the roadway, turning off the blinding blue emergency lights, keeping what he calls "paid spectators" the emergency crews from standing in the roadway."
