"On Dec. 18 a new round of proposals for rebuilding ground zero will be submitted by some of the world's best architects. These seven new plans should be vastly better than the six that were presented last July, when public opposition saved the city from the ordinary. This time it could be more difficult for New Yorkers to agree, but voices beyond public officials or private developers still need to be heard."
