In the last days of the Clinton administration, a deal was struck to reduce Californias reliance on water from the Colorado River. A transition plan is supposed to be laid out by the end of 2002. Critical to such a plan is the ongoing negotiation of private water transfers between Imperial Valley farmers and the San Diego Water Authority. And, while private water transfer transactions are complicated enough, the Salton Sea relies on water runoff from Imperial Valley farms to sustain its fragile population of wildlife, creating a complex balancing act of multiple interests.
