Facing growing criticism, California Gov. Gray Davis' administrationabandoned its legislative bid to mold California's future growth thoughfinancial rewards to cities that followed its guidelines. SB 1521 wasthe first statewide growth management bill drafted by the Governor's Officeof Planning and Research (OPR) in nearly two decades. But critics, including local governments, disliked the state's rigid vision and called the bill meddling. Under SB 1521, cities that adopted the guidelines would have received higher priority for state grants for projects such as libraries, highways and sewer and water treatmentplants.
