"Racing against a political clock, developer Albert Seeno Jr. wants the Planning Commission tonight to back plans for 1,165 houses on slide-prone hillside land without conducting environmental impact reports.... The move comes a month after Seeno Jr.'s firm was fined $1 million for violating the federal Endangered Species Act by killing threatened red-legged frogs and deliberately destroying frog habitat."
