"New York City officials have proposed a swap in which the city would take over the World Trade Center site in exchange for giving the Port Authority of New York and New Jersey the land beneath La Guardia and Kennedy Airports, an official involved in the rebuilding effort said yesterday... Such a deal, if completed, would give New York City and New York State officials control of the process of rebuilding Lower Manhattan without worries about whether revenues from commercial space at the trade center would satisfy the financial needs of the Port Authority or New Jersey."
