"The idea of a memorial promenade stretching to Battery Park...was widely admired... The designers' clear priority to keep intact the footprints of the twin towers as open spaces within the site itself has also won significant favor among citizens and planners... Rather than being discouraged by the rather negative reaction that the six initial plans received, the architects and planners said they appreciated the intensity of the discussion about subjects that are normally far removed from public scrutiny."
