The last time Florida regulators sought public comment on a proposal affecting the future of the state's water bodies, agency officials had to beat a hasty retreat after 30 days of public outcry.
Florida's 1999 plan sought to drop more than 200 creeks, lakes, rivers and bays from a federal list of 712 polluted waterways subject to special protection. The new plan would remove more than 600 water bodies from the list, but, according to State Department of Environmental Protection, the action is recommended in order to establish implementation of a long-term watershed oriented program. Critics say the strategy amounts to a de facto "delisting" that violates federal law.
