Experts reckon that drivers pay only a quarter of the real cost of operating a vehicle; the remaining costs--things like congestion, sprawl, road maintenance and pollution--are paid for by society as a whole...Any long-term solution to our region's transportation must do exactly the opposite: Raise the private cost of driving to more closely approximate its full social cost."
