"The fight involves Federal Realty Investment Trust, the award-winning commercial developer that transformed downtown Bethesda into a lively European-style streetscape of outdoor cafes... To Federal Realty and its supporters, the Bethesda project and the council's action make perfect smart-growth sense. They contend the project's proximity to the Metro will encourage residents to use public transit and generate fewer cars than a three-story office building.To the Edgemoor Citizens Association and other nearby neighborhood groups, however, the council's action amounted to a breach of trust."
