"Virginia officials are working on a new financing plan for the region's biggest transit project, a 24-mile rail extension to Dulles International Airport, after learning that federal dollars are likely to flow to the project half as fast as the state expected.The funding delay could slow the project or drive up its $3.3 billion cost -- unwelcome news for a state struggling to pay for two other major transportation projects with growing price tags."
