A "secret deal" to use toll funds from Georgia 400 to fund the $2.5 billion Northern Arc is called deceitful.
"Ga. 400 has far exceeded toll and traffic projections almost from the day it opened. An official with the Federal Highway Administration said the new agreement was specifically intended to allow Ga. 400 to continue to generate revenue even after it has paid for its own construction... 'This surreptitious action to help finance the Northern Arc confirms that the proponents of the Northern Arc know that the project cannot stand on its own merits,' said Kay Beynart, former president of the North Buckhead Civic Association.'"
