Declared a "disaster area" in a 1982 HUD study, the city of Paramount, CA, is fighting blight and remaking itself.
"City officials, shamed by the study's conclusions, decided to rid the place of its aura of danger and decay. The effort included crackdowns on gangs and building-code violators. It also meant grants to homeowners and businesses to improve their properties, a public art program, new parks, fountains and monuments, and trees and landscaped medians on major thoroughfares. In the last decade, Paramount has spent $62 million on capital improvement, primarily through redevelopment bonds, federal and state allocations, and sales and property taxes."
