Since SUV drivers want the advantages of trucks, move 'em to the truck lane with lower speed limits and lane restrictions.
In addition to lower speed limits and lane restrictions, to conform with truck laws, increase their vehicle fees as well. SUVs pollute more, so charge them more. And on freeways, keep SUVs out of the carpool lane. "Big guys on the right, little guys on the left. It has a nice ring, doesn't it?" And that way, the guys in the Civics will be able to see where they are going.
