A writer for the Charlotte Observer begins a series comparing Charlotte, North Carolina to Portland, Oregon.
Portland and Charlotte are roughly the same size. What would happen if Charlotte created an urban growth boundary? "Portland began a light-rail system in 1986 -- 20 years before Charlotte's South line is planned to open in 2006 -- trading federal money for a planned interstate highway to build the first light-rail line. It has opened two more lines since then, and has a fourth line planned to open in 2004... I got to thinking. Can Charlotte learn from Portland? Can The Queen City become The Green City? During the next two months, I'll look at environmental issues facing our region -- air, water, land transit and quality of life issues in the city and surrounding areas, and identify possible solutions."
