Portland and Charlotte are roughly the same size. What would happen if Charlotte created an urban growth boundary? "Portland began a light-rail system in 1986 -- 20 years before Charlotte's South line is planned to open in 2006 -- trading federal money for a planned interstate highway to build the first light-rail line. It has opened two more lines since then, and has a fourth line planned to open in 2004... I got to thinking.Can Charlotte learn from Portland? Can The Queen City become The Green City?
