"The Regional Transit Authority's Waterfront Line, hailed as a $70 million gift to Cleveland when it opened during the city's bicentennial celebration in 1996, has been anything but. Ridership on the downtown extension through the Flats and along the lakefront has plummeted in the last two years, dropping 39 percent since 1999, despite high-volume days generated by the return of the Browns that year."
