Fitchburg, Mass.was abandoned by GE, residents left, and there was no money for economic development.

The town of Fitchburg is refusing to give up. The mayor has decreed there will be no boarded-up windows. They demanded that GE spend $10 million to clean up their former factory. The town now has $43 million in federal funds and private grants and a 20-year revialization plan. "We really have no choice. If we don't take a chance, the only way we're going to go is down."
