The western fringe of downtown L.A. has become the stage in a battle between luxury and affordable housing advocates.

Geoff Palmer already has one complex built at 8th and the Harbor Freeway. His second complex is proposed for 3rd and Bixel. Affordable housing advocates are fighting this project. They want it to include units for low-income residents. Palmer is threatening to abandon the project which some feel will dampen interest in building more downtown housing.
