Created to address regional air quality and traffic congestion that ran afoul of federal clean air laws, the Georgia Regional Transportation Authority has yet to produce any tangible evidence that it is fulfilling its purpose after two years of existance.
"As it nears some of the most critical issues in its two-year existence, the state transportation superagency finds itself still in transition. The Georgia Regional Transportation Authority has yet to establish a set of guidelines by which to judge an upcoming regional transportation plan. And two months before it is scheduled to begin formally reviewing large-scale development proposals for metro Atlanta, GRTA members are still hashing out the details of the review process and debating factors that should be weighed in the decision."
