Portland's urban growth boundary is meant to control growth and preserve farmland and forests. But opponents it has caused traffic problems and high home prices.

"The Portland boundary encircles 24 cities and 236,000 acres. It encourages denser neighborhoods through the use of apartments, town houses, smaller lots and higher use of public transportation.One of its main goals is to provide land for urban uses - businesses, factories and homes - within the boundary, so farms and forests outside it can be preserved."
