Glendening today signed into law new programs preserving open space in Maryland and expanding mass transit as he touted his efforts at limiting suburban sprawl as a national model.The anti-sprawl efforts, which Glendening has dubbed Smart Growth, included the creation of tax credits for preservation and conservation easements, new funding for neighborhood revitalization and the creation of a formal state Office of Smart Growth."
