New programs aimed at reducing sprawl and expanding mass transit.

"Gov. Parris N. Glendening today signed into law new programs preserving open space in Maryland and expanding mass transit as he touted his efforts at limiting suburban sprawl as a national model.The anti-sprawl efforts, which Glendening has dubbed Smart Growth, included the creation of tax credits for preservation and conservation easements, new funding for neighborhood revitalization and the creation of a formal state Office of Smart Growth."
