Philadelphia's Mayor has a plan to deal with blight in the city. But the devil is in the details.

Phildelphia's City Council "struggles with the mayor's proposal to demolish 14,000 vacant homes, shore up another 2,500 for renovation, assemble land for development, and provide home-improvement loans for people who earn too much to qualify for government aid." The City Council says that the Blight Plan resembles a framework for dealing with blight, and needs more details before they will consider it.
