"The best and worst of rapid growth and development can be seen in Ottawa's high-tech twin to the south.San Jose, California, with a population of about 900,000, has provided new inspiration to Ottawa Mayor Bob Chiarelli after his whirlwind visit to Silicon Valley this week.He came back to help plan the Ottawa 20/20 Smart Growth Summit, tentatively scheduled for June 14 to 17, a mass think-tank on how the city should -- and should not -- try to grow.For the mayor, San Jose is a lesson on the need to manage growth."
