Through targeted policies and old-fashioned community development work, the City of Oakland and local community organizations in Fruitvale have fought against strong external economic forces and helped some residents and local business owners stay in the neighborhood. The "just right" neighborhood analysis shows that community development corporation activity, foundation investments, and anticipation of large-scale, mixed-use development appear to have opened homeownership opportunities for low- and moderate-income (LMI) households in this census tract: In 1998, two dozen LMI households secured prime, conventional mortgage credit, and the average income of all conventional applicants was only $33,500.
