"It's a dilemma. South Gate has a federal Superfund site. It has twodozen state-designated toxic hot spots. Clearly its residents don'tdeserve to be saddled with more heavy industry. But the massive new power plantproposed for the city, while certainly causing additional pollution, would alsofeature an emission-cleaning system that environmentalists hope will become theindustry standard."
