The state Water Resources Control Board may be considering weakening water quality standards, according to environmentalists. Activists feel that the board wants to accomodate large developers. The Board indicates that it just wishes to clarify the existing law. The issue deals mainly with urban runoff into sensitive and protected offshore marine areas.
