Good Jobs First released an analysis of 122 audits of state economic development programs performed over the last decade.

Collectively, the audits indicate that many state development agencies fail to monitor outcomes at subsidized companies and that even when outcomes are documented, auditors often cannot establish any causal relationship between spending and public benefits. (Full report in PDF format.)
