Can We Conserve Our Way Out of Global Warming?

Samuelson writes that the traditional "environmentalist vs. conservative" dispute about whether humans have contributed to global warming is of little importance, because even assuming the existence of industry-caused global warming, "we don't know enough to relieve global warming, and -- barring major technological breakthroughs -- we can't do much about it."

He goes on to assert that given the growth of world population and the industrialization of China and India, it is unclear whether Western countries can stop global warming merely by using energy more efficiently.
