Plant Buys 'Mobile Offsets' From Trucks

A new San Diego County power plant will convert a truck fleet to natural gas togain pollution credits.

In a pollution credit deal that is "setting a national precedent," a proposedpower plant will pay a waste-hauling fleet to convert to natural gas. Theplant has recieved preliminary EPA approval to convert the 120-truck dieselfleet and build a natural gas filling station, creating "mobile offsets." Thenew plant is required to offset its own pollution plus 20 percent.
