John Tierney cites "The Tragedy of the Commons," by Garrett Hardin, to show how giving hybrid cars HOV Lane rights will clog up the lanes, and result in a less efficient transportation system.
As more people are encouraged to get hybrid cars so they can drive in the HOV lanes they will slow down traffic in those lanes, and make matters worse. Better would be free access for carpools, buses, etc, and a sliding scale based on vehicle size and demand for everyone else.Not mentioned in the column: Better yet would be getting everyone out of their cars and on to mass transit. Even non-polluting cars take up space that can be better used in urban areas.
