Traditional adversaries General Motors and the South Coast Air Quality Management District have formed a partnership to advance 'green diesel' technology. G. M. will spent $2.5 million to retrofit 35 school buses with particulate traps, study natural-gas-burning trains and donate hybrid transit buses and vans. The effort comes as the Air Quality District is developing new rules for public fleets which could ban diesel.
