A $490-million redevelopment program proposed for the blighted northeast Valley has been postponed for at least two years. Opponents say that the CRA, which would run the program, failed in its North Hollywood efforts. The area's problems are massive, led by a lack of affordable housing and medical care. This is part one of a two part series.
