With freeway improvement projects eating into their gasoline and sales taxes revenues, cities in western Riverside County are proposing to improve area roads by having developers pay traffic impact fees. Over the next 20 years, an estimated $870 million in road improvements will be needed in the southwest area, which includes Temecula, Lake Elsinore, Canyon Lake and Murrieta.
