The endangered California tiger salamander lives where the penitentiary would be built, according to the draft environmental report. Median home prices in Lompoc of about $145,000 exceed what typical Bureau of Prisons employees can afford. The Santa Barbara News Press expresses disbelief that the draft EIR found no apparent obstacles to block construction of the $110 million penitentiary in Lompoc that would hold 1,000-inmates.
