A plan to use excess water to rejuvenate San Bernardino's blighted areas is proposed. Lakes, streams, running paths, parks and waterfront shops are included in this $200 million first phase estimate.

San Bernardino sits on an underground lake bigger than Shasta. Seismic experts warn of danger because of the two major faults the city also sits on. The mayor is backing a plan to use this water to revamp the blighted 316-acre downtown area, creating networks of lakes and streams in the city.Opponents of the plan point to previous failed attempts at redevelopment.
